ESSER III
The American Rescue Plan Act (ARPA) of 2021 was put into law on March 11, 2021 to provide stimulus funds to help with recovery from the economic and health effects of the COVID-19 pandemic. Included in the plan is another round of the Elementary and Secondary School Emergency Relief Fund (ESSER III) to districts to help safely reopen, sustain operation of schools, and address the impact of COVID-19 on elementary and secondary schools.
ESSER III funding provides districts considerable flexibility in determining how best to use the funds. Ninety percent of the funds the State received was allocated by the same formula used to distribute Title I Part A of the Elementary and Secondary Education Act funds. The term of available funding for the ESSER III grant program is March 13, 2020 through September 30, 2024.
ESSER Return to School Continuity Plan
Waterford Graded School District started the 2020-2021 school year with full, in-person learning. We were excited to welcome all students back to our schools this past September.
The WGSD Return to School Continuity Plan describes how we were able to provide a safe return to in-person instruction and continuity of services in all of our schools. Our safe return to school mitigation measures were shared with the public at The Waterford Graded School District School Board meeting held on August 9, 2021, and are updated, as needed, through parent communications that are sent through our Skyward system and posted on our website.

ESSER III Community Stakeholder Survey
The American Rescue Plan Act (ARPA) of 2021, provided funding to school districts so that they could respond to providing education and services to students and families during the COVID-19 Pandemic. The Wisconsin Department of Public Instruction has identified allowable costs for the grant by providing districts with programming types and allowable costs under each programming type. Wisconsin Department of Public Instruction has identified the following as possible programming types:

The district studied each programming type and analyzed our response thus far to each area, in part, through funding provided by the Coronavirus Aid, Relief, and Economic Security (CARES) Act, as well as the Elementary and Secondary School Emergency Education Relief Fund (ESSER II). From this study, it was determined that we had successfully addressed our preparedness and response to COVID-19 by ensuring that we had cleaning and safety protocols in place that would allow us to return to school in-person, and that we had also addressed a possible school closure by purchasing student devices and hot spots to ensure that all of our students could continue learning at home should schools need to close. In addition, the district also invested in new teacher devices and display boards so that whether they were teaching in-person or virtually, our staff would have access to up to date technology that would not cause issues should we go virtual.
Knowing that we can provide instruction whether we are in-person or virtual, we began to prioritize the other programming areas that were identified by Wisconsin DPI. In reviewing our student data, we determined that addressing long-term school closure, addressing afterschool and summer learning, and mental health services and supports needed to take precedence. On October 18, 2021, all staff and families received information on our ESSER III plan along with an opportunity to provide input on our ideas. Within this page you will find WGSD's Title IX policy & reporting information. This page contains information for staff, students, parents and our community on the practices that WGSD follows whenever an incident to Title IX is reported.
The Board does not discriminate on the basis of sex (including sexual orientation or gender identity), in its education programs or activities, and is required by Title IX of the Education Amendments Act of 1972, and its implementing regulations, not to discriminate in such a manner. The requirement not to discriminate in its education program or activity extends to admission and employment. The Board is committed to maintaining an education and work environment that is free from discrimination based on sex, including sexual harassment.
The Board prohibits sexual harassment that occurs within its education programs and activities. When the District has actual knowledge of sexual harassment in its education program or activity against a person in the United States, it shall promptly respond in a manner that is not deliberately indifferent.
Pursuant to its Title IX obligations, the Board is committed to eliminating sexual harassment and will take appropriate action when an individual is determined responsible for violating this policy. Members of the School District community who commit Sexual Harassment are subject to the full range of disciplinary sanctions set forth in this policy. Third parties who engage in sexual harassment are also subject to the disciplinary sanctions listed in this policy. The Board will provide persons who have experienced Sexual Harassment ongoing supportive measures as reasonably necessary to restore or preserve access to the District’s education programs and activities.
